About 850 people are citizens of Vatican City, which is ruled by the pope, though a governor and a council actually run it. Vatican City has its own money, postage stamps, flag, and diplomatic corps. Monaco, which is less than one square mile (around 2 square kilometers) in area, is the second smallest country in the world.
